Working safely on site during COVID-19

The latest Government guidance for workers on outdoor sites and how to support the NHS Test and Trace service is available.

To support workers’ and site visitors’ health during the COVID-19 pandemic, this guidance includes topics such as; social distancing, PPE, managing the workforce (e.g. shift patterns and creating distinct groups to reduce the number of contacts each worker has) and managing visitors to site (minimise the number of unnecessary visits to the worksite and make sure visitors understand what they need to do to maintain safety).

Also, there is information on assisting the NHS Test and Trace service, where by companies should keep a temporary record of staff shift patterns and visitors to sites for 21 days. The information which should be recorded is:

• Staff

  • Names of staff working on site
  • Contact phone number for each member of staff
  • Dates and times that staff are at work

• Visitors

  • Name of the site visitor. For groups, the name of the ‘lead member’ and the number of people should be recorded
  • Contact phone number for the visitor or the lead member of a group
  • Date of visit, arrival time and, where possible, departure time.

Contract managers can now convert L4 Certificate to Diploma

Licensed asbestos removal contract managers, who achieved an RSPH Level 4 Certificate within the last five years, can now convert this to the RSPH Level 4 Diploma.

To successfully complete the conversion contract managers need to pass two written examinations to verify their knowledge and understanding of Units 3471 and 3472. That is the principles of licensed asbestos removal for Contract Managers and the principles of licensed asbestos removal site management.

The examinations are held at an ARCA centre, where COVID 19 guidance will be followed, such as, social distancing and hygiene practices.

Revised asbestos licence application form

The HSE has made some small changes to the asbestos licence application form following discussion with the ALC Licensing Sub-Group.

These revised documents will be used for licences that expire from November 2020 onwards.

The evidence document/information required is now listed in the pre-populated evidence table, and if an applicant does not use a document which is requested, the applicant needs to record that and briefly explain why. For example, the use of SOPs is not a statutory requirement and may not be part of the operation of a business. Noting that those documents have not been submitted will allow HSE to be clear that a document is not present, rather than being missed off the submission of evidence.

Evidence Guidance V7.2

Guidance is now included for Section 5 (Decontamination / Site Cleaning & Preparation for Reoccupation / Management &  Disposal of Asbestos Waste), and emphasises the need to correctly submit evidence e.g. clearly name and reference documents and include the section number in the email title, as well as, clearly referencing the relevant parts of these documents in the application form.

New ARCA training venue in Leeds

ARCA is pleased to announce a new training venue in Leeds, following a partnership with Rhodar Ltd (a member of the Association), to support members in the North with practical refresher training for asbestos removal operatives and supervisors.

“With the addition of this venue we now offer practical asbestos training at seven venues, so supporting our members across the country,” commented Satish Patel, Training Manager at ARCA.

“We are very grateful to Rhodar for agreeing to share their training facilities with us, which are set up for delivering training following safe working under COVID-19 guidance.”
